John-Garrett Kemper is Vice President & Counsel for Kemper Consulting. Mr. Kemper assists the firm in the legal aspects of political and administrative representation.

Marianne Radcliff is Vice President for Kemper Consulting. Mrs. Radcliff previously served as Special Assistant to the Secretary of Transportation during the Allen administration and returned to serve as Legislative Liaison for the Transportation Secretariat during the beginning of the Gilmore administration. She was recently appointed to the Virginia Aviation Board by Governor Mark R. Warner. Mrs. Radcliff's practice areas center on transportation, local government and budgetary issues.

David Hallock is Vice President & Counsel for Kemper Consulting. Before joining Kemper Consulting, he was the Senior Policy Advisor and Deputy Counsel to Governor Mark R. Warner. In the Warner administration, Mr. Hallock represented the interests of the Governor’s Office on such issues as health care, natural resources, finance, public safety and transportation. Prior to his tenure in the Governor's Office, Mr. Hallock was a government relations attorney with Williams Mullen. He also previously worked for the Senate of Virginia as staff for its Courts of Justice Committee. Mr. Hallock received his undergraduate and law degrees from the University of Virginia.

Fred Helm is Vice President & Counsel for Kemper Consulting. Mr. Helm previously served in the administration of Governor George Allen as Assistant Commissioner for Legal and Legislative Services at the Virginia Department of Motor Vehicles. Prior to joining Kemper Consulting, Mr. Helm was a partner at Williams Mullen in Richmond. Mr. Helm represents clients in administrative and legislative matters, with a particular focus on technology, procurement, and transportation issues.
