Kemper Consulting Announces the Addition of a Senior Member of Governor Warner's Administration to the Richmond Office

Richmond, Va. - Kemper Consulting is pleased to announce the continued expansion of its Richmond office with the addition of a prominent member of Governor Mark Warner's staff. David H. Hallock, Jr., Policy Advisor & Deputy Counsel to Governor Mark Warner, will join the firm as Vice President & Counsel on September 1, 2004.

During his tenure in the Warner administration, Mr. Hallock represented the interests of the Governor's Office in such areas as health care, natural resources, finance, public safety and transportation. Prior to his tenure in the current administration, Mr. Hallock was a government relations attorney with Williams Mullen. Mr. Hallock also previously worked for the Virginia General Assembly as staff for the Senate Courts of Justice Committee. He received his undergraduate and law degrees from the University of Virginia.
