David H. Hallock, Jr.

David Hallock is Vice President & Counsel in the Richmond office of Kemper Consulting. He specializes in representing clients before state and local governments, including legislative lobbying work with the Virginia General Assembly and Executive Branch. With experience in a variety of areas, such as health care, transportation, budget and finance, natural resources, economic development, and technology, Mr. Hallock represents clients of all sizes who need assistance in navigating the legislative and regulatory worlds of state and local government. Mr. Hallock was recently selected as one of Virginia's best attorneys in the area of legislative and regulatory law by Virginia Business magazine.

Prior to joining Kemper Consulting, Mr. Hallock served in the Office of Governor Mark R. Warner as Deputy Director of Policy and Deputy Counselor. Among other duties, Mr. Hallock was involved in wide array of policy and legislative matters, advised the Governor on legal matters, coordinated actions with state agencies, and oversaw state procurement activities.

An attorney in the Government Group of Williams Mullen in Richmond prior to joining the Office of the Governor, Mr. Hallock's legal practice included all aspects of government law, from administrative/regulatory to legislative practice before state and local government. He previously worked for the Virginia General Assembly and for the Albemarle County Attorney's Office.

In 2006, Governor Timothy M. Kaine appointed Mr. Hallock to serve on the Governor's Health Reform Commission, where he served as chairman of one of the four subgroups. Mr. Hallock also is a gubernatorial appointee to the Virginia State Lottery Board, and has served as Chairman of the Board.

In addition to being a member of the Virginia State Bar, Mr. Hallock also is active in the community. He services on the Board of Directors of SeniorNavigator and the John Randolph Medical Center. Mr. Hallock served eight years on the Board of Directors of the National Kidney Foundation of the Virginias, including two years as Chairman, and previously served on the Board of Directors of the Richmond Forum and as a member of the Virginia Freedom of Information Advisory Council.

Mr. Hallock received his undergraduate and law degrees from the University of Virginia. He also is a graduate of the Sorensen Institute of Political Leadership, and serves as an adjunct faculty member for the Virginia Tech masters in public administration program.
