Marianne Radcliff is Vice President in the Richmond office of Kemper Consulting. Before joining the firm, she was a Government Affairs Director with Williams Mullen Strategies, a subsidiary of the Williams Mullen law firm. Prior to her tenure at Williams Mullen Strategies, Mrs. Radcliff worked in the Governmental Affairs Section at Williams Mullen. During her tenure at Williams Mullen, Mrs. Radcliff provided lobbying and legislative assistance and public affairs consulting services to corporations, associations and other groups.

Mrs. Radcliff, whose practice areas center on transportation, local government and budgetary issues, served as Special Assistant to the Secretary of Transportation during the Allen administration and returned to serve as Legislative Liaison for the Transportation Secretariat during the beginning of the Gilmore administration. While in the secretariat, she served as the liaison between the agencies and the General Assembly. Mrs. Radcliff worked with the Governor's Office and the transportation agencies to advance transportation policy. In addition, she was charged with the oversight of a comprehensive regulatory review for all the agencies within the secretariat.

Immediately prior to joining Williams Mullen, Mrs. Radcliff also served as Special Assistant for Government Affairs in the Office of the Director at the Virginia Department of Aviation. During her tenure, she worked with federal, state and local legislative and regulatory officials to develop and further Virginia aviation policy.

Mrs. Radcliff has served as an adjunct faculty member at Longwood College. She is a graduate of the Sorensen Institute for Political Leadership at the University of Virginia, and a member of the Virginia Aviation Board, a post she was appointed to by Governor Mark R. Warner on July 1, 2003.

Mrs. Radcliff earned her Master of Public Administration degree with a specialization in public law from Bowling Green State University in 1993. She is a 1992 graduate of Longwood College.
