John-Garrett Kemper is Vice President & Counsel at Kemper Consulting. Before joining the firm, Mr. Kemper practiced law in the areas of corporate law, real estate, and business litigation. During his tenure as a private attorney, Mr. Kemper argued successfully before the Virginia Supreme Court. Mr. Kemper is also a former Assistant to the Clerk of the House of Delegates. Mr. Kemper is consistently listed in Virginia Business magazines Legal Elite: Virginias Best Attorneys in the area of legislative and regulatory law, and was featured in the 2004 issue.

Mr. Kemper holds a B.A. degree from Hampden-Sydney College and a J.D. degree from William and Mary Law School. He is a member of Virginia Bar Association (Environmental and Administrative Law Sections), the Virginia State Bar, and Norfolk-Portsmouth Bar Association (Professionals Committee). Mr. Kemper was also a 1999 Fellow at the Sorensen Institute for Political Leadership, University of Virginia.

Mr. Kemper has handled a number of complex governmental matters before local government, the Virginia General Assembly, administrative agencies, and boards and commissions. In the course of his work at Kemper Consulting, he has represented a publicly traded national physician practice group in an effort to reform health care market rules, assisted a Fortune 500 insurer in an effort to broaden marketing opportunities with state and local employees, defended the interests of Virginia's largest municipal waste authority during a major reform of state waste laws, and protected the nation's largest credit reporting agencies from harmful privacy legislation. Other examples of Mr. Kemper's work included assisting in obtaining a major state appropriation for Virginia's maritime industry that would allow Virginia to become the first east coast port to accommodate the largest class of commercial vessels used in world trade.

Mr. Kemper holds a number of civic leadership positions. He serves on the board of directors of the South Hampton Roads United Way and is a former chair of the Young Leaders Society. Mr. Kemper also serves on the board of directors of the Virginia Club and the D'Art Center.

Mr. Kemper has twice been recognized as one of the top forty business leaders under the age of forty by Inside Business and by the Virginia Business Observer. He is a member of the 2003 class of the CIVIC Leadership Institute and the 2001 class of Leadership Hampton Roads. Mr. Kemper has lectured on Virginia government for a number of groups including the Norfolk-Portsmouth Bar Association, Leadership Hampton Roads, Volunteer Hampton Roads, Retail Alliance, and the CIVIC Leadership Institute. He has appeared on both public television and public radio as a guest political analyst.
