David Hallock is Vice President and Counsel in the Richmond office of Kemper Consulting. He specializes in representing clients before state and local governments, including legislative lobbying work with the Virginia General Assembly and Executive Branch. With experience in a variety of areas, such as health care, transportation, finance, natural resources, economic development, technology and public safety, Mr. Hallock represents clients of all sizes who need assistance in navigating the legislative and regulatory worlds of state and local government.

Prior to joining Kemper Consulting, Mr. Hallock served in the office of Governor Mark R. Warner as Deputy Director of Policy and Deputy Counselor. Among other duties, Mr. Hallock was involved in policy and legislative matters, advised the Governor on legal matters, coordinated actions with state agencies, and oversaw state procurement activities.

An attorney in the Government Group of Williams Mullen in Richmond prior to joining the Office of the Governor, Mr. Hallock's legal practice included all aspects of government law, from administrative/regulatory to legislative practice before state and local government. He previously worked for the Virginia General Assembly and for the Albemarle County Attorney's Office. Mr. Hallock also currently serves on the Virginia Freedom of Information Advisory Council.

In addition to being a member of the Virginia State Bar, Mr. Hallock also is active in the community. He serves on the Board of Directors of the Richmond Forum and the Board of Directors of the National Kidney Foundation of the Virginias.

Mr. Hallock received his undergraduate and law degrees from the University of Virginia.
